Move the frame and form wiring from CAE to note client proper with Expiditer and/or CAE

The wiring method in CAE is better than the set/get environment process being used today. It should be part of the notes client proper. Also, the Java UI elements should be native to the notes client and not require CAE nor Expiditer.

Need a setting to set the "Maximum message size" in Server configuration document for all outbound messages (including through SMTP and NRPC)

There should be an option or setting in Server configuration document "Router/SMTP" tab-"Restrictions and Control" tab" >> where customer can set the value for the Maximum message size of outbound messages (including through SMTP and NRPC)
