Restrict send/forward options from a mail archive nsf file

An organization would like the option of blocking the ability of archive nsf files to be used for sending/forward with this restriction option ideally to be introduced via archive policy.

if you don't have a Notes and don not use "compact -a", users could't archive calendar.
