Adding option to allow PublicAccess on files in the webcontent folder

When developing databases with external libaries the easiest place to add them in inside the webcontent folder but when you need public access to anonymous users you can't add public access to files in this folder.

Domino policies were designed to be applied per desktop and not per user based on switch id. Switch id by itself does not trigger the pulling down of policies. Request Notes to have an ability to pull down the policies when switching IDs. ref KB01...
