Mailbox over quota action

Extend the options for actions when you exceed the mailbox quota. Add a new option to disable emails sending. This option should not have a negative impact on incoming emails, but only on the email sender from the mailbox.

It would be very nice if the Design of the view action buttons could be individually set via "Actionproperties" and not via "Actionbarproperties". But there should be a way to say "Use Style on all actions" like the column Design.

Ressources template/database: Provide a dedicated function to resolve replica conflicts

It's impossible to resolve replica conflicts for reservations without triggering irritating room or ressource notifications, because one has to use "delete reservation" rather than removing replica conflicts directly.
