Delete User - prompt for a replace by

For the new Admin Central.

When deleting a user can we have an optional step that allows us to replace that user with another. Top level of the idea is to:

• allow access to old mail file to replacement user - and/or better - redirect mail to replacement user.

• update ACLs, reader fields and group members from deleted user to replacement user.

• Most systems have approval config, so this would replace the leaver name with replacement name (if use names fields).

To put it another way, when deleting a user (or marking as a leaver) allow a rename of the user to an existing user name that you can pick.

OR add a separate option to replace a user, this would do the AdminP 'Rename person' but just not touch the replaced users person document (if that has remained, which it shouldn't as they are being deleted).
