Action id counter

Option to set last id for shared Action. When adding new action, action is added with an existing id. So actions overlap and it is a mess to set them right.
So when adding action, it should check what is last id. Optionally would be nice to be possible to set last id manually.

In designer you can set specific id for the action. For example you can set action to have id 10. Then adding a new action, id is automatically set to an existing id, which becomes a duplicate. Then editing which action has which id becomes a jugling things around until you can sort it out.
So there is a counter somewhere that has some internal state, please make some way to set this counter.

Why is this way, cause you can have a template, and another database uses this template, but at the same time it is a template for a destination database.
For actions to not overwrite themselfs after refreshing the middle template, you need to set specific sets of ids for actions.

Adding new action id is duplicated. So you get two actions with id=102. Somewhere there is a counter in the database/template.
