Always enter the Tab label and caption

When you choose to switch rows programmatically, you can only change the "Tab label and caption" if you select the option to "always show tabs so user can pick the row".
99% of my development, I leave this option off, but I will name the tab labels, so its easier to find the right row to continue developing.

Very annoying to first enable this setting, than change the caption and than disable the function again, where (in my view) is won't hurt to show this caption always in the designer
