"Inherit Future Design Changes" property grayed out when replacing design

You have Manager access to a Notes database and want to replace the design of a database with its updated or possibly a different template. When you attempt to replace design, you notice that the option to "Inherit future design changes" is grayed out. This option is supposed to display and be checked by default.

Note: Users with Manager or Designer access to a database are able to manually replace the design of a database.
