Enhancement Request:($PeopleGroupsFlat) view need check "Unicode standard sorting"

The address book picker uses the "$PeopleGroupsFlat" view in the address book. Register users with Traditional Chinese name in the "User Name" field of Person document. But this "$PeopleGroupsFlat" view was not check the "Unicode standard sorting" by default for support DBCS characters. It affects to search Traditional Chinese name in "Select Addresses" dialog box. This option should be checked in mail template. By default the option was checked for "$Users" view.
