Please enable the ability to prohibit pasting notes notes documents.
While this exists for view events, it does not prevent notes document pasting when a new view is created, as pasting remains possible there.
Ideally, an event should be set in the database script, similar to the document deletion event.

    Yes, it's weak in views. But you can solve it in all views and prohibit regular users from creating new views.

    But there is a type of agent "When documents are pasted", which solves this globally, for the entire database.
