Fix Designer help interface issue

The Designer help can not be displayed with modernized interface in my PC. There is no expand/collapse function in the left menu. Then, It takes a lot of time to reach the document I wanted.
This issue has been occurred in 9.0.1 FP10 and I found same issue in V10 beta 2.

IBM Technical Support said, it is already assigned a SPR No #YSAIAXKBYD. Please fix it before V10 launched.

If you would like to get new developers from other area, it is one of the important things I think.
