It turns out that my installation issue was being caused by the Sentinel application on my pc. Once they "whitelisted" the Notes application everything worked great.
This fix does not work for me.
Yesterday, I was installing a new user with Notes and ran into the same issue I am seeing with my installation. So I ran the NICE tool, removed the notes folder completely from his system and made sure there was no reference to Notes anywhere. Then I reinstalled Notes and as I was installing the fix pack, it was taking a long time, so I went into Task Manager, found the active install, right-clicked on it, and selected bring to front and it finished the install sucessfully. I don't know what was hanging it up, but I am going to try this on my pc too to see if it works.
I have been fighting with the same issue and I do have a ticket open. They are working with me trying to fix the issue. I can install the 11.0.1 client with no issues, but as soon as I try to install FixPack9 I get the Wizard was interrupted before HCL Notes 11.0.1 FP9 could be completely installed. Then if I try to open the Notes Client, I get the CLFRJ0010E: Notes initialization failed. error. So, I use the Nice tool to remove everything and reinstall the 11.0.1 client which opens just fine, but during the day at random times, Notes will crash -- I'm assuming it is because the FixPack is not installed. Just a note, I am installing the Admin/Developer client not the standard client and not the basic client. I don't know if that makes a difference. I have also looked for those files libcrypto-1_1.dll and libssl-1_1.dll in SysWOW64 and they were not there, but I did find them in my Notes directory but even after removing them, it didn't work.

cos of this error , we have to re think about HCL domino, we have 1000 users every day going through this pain, after version 10 , notes is no more the same software it used to be
too many bugs and HCL you need to rethink
as "Guest" comments "Funny enough though: when starting the Client first and then the Designer, everything works fine." => This is the case for me, too.
Additionally, sometimes, when the Notes client is opened, the Designer refuses to launch, with no error message.
