Allthough there are workarounds like described in other comments I think it would be helpful to have drag and drop events in views - not only to implement a Kanban board!
In Notes we see documents in "lines" in a view. In Kanban the columns are the main focus. Columns and lines (view entries) are our friends in Notes. We just have to think in a new view where Columns are the new index.
In a frameset with folders in each frame, it is not possible to move documents between these frames. It only works with calender views
It is actually not that difficult to do this in Notes Client using folders instead of views. But I guess you want this done in browser ?
