Extend the limitation of action name's length

Action name has the 128 byte limitation and the following message is displayed when it's over.

"The action's composite name is too long. (An action's composite name includes the names of its parent actions.)"

When we use DBCS characters for action, we use about only 42 characters because DBCS is used 3 byte as LMBCS.

It's too short for users who use DBCS when actions of Hierarchical structure are specially created.

We request to extend the limitation of action name's length .(at least two or three times)
