Domino already provides this functionality at a database level. ACL setting, remove tick from "Replicate or copy documents" will prevent a local replica being made, which will prevent Nomad being used offline.
Bear in mind that, in my experience, unless used on very strong networks, nRPC communication results in slow performance of applications used directly on the server. Applications are slow to open and, in some cases with large views, have failed to open completely. Using a local replica - so offline usage - would be my recommended configuration for usage.
