[Android] As a user, I want the ability to choose to send attachments in their original file size

Problem: In Nomad mobile, when you want to attach a picture to an email, you can use "three dots" which is shown by tapping mail body, then you can select "Insert" and "Attach". However, mail recipient will find that the attached picture size becomes small. For example, attached 2.4MB picture will be resized to 193KB.

When mail sender attaches a picture by using "clip icon" in upper part menu bar of Nomad iOS, the picture is not resized.

Current behavior: File import is currently working as expected for imported and attached images where we are reducing the size of the attachment to an appropriate size to be sent over mobile networks. However, we understand the customer's need for an enhancement here and for the ability to choose to send attachments as their original size.

Acceptance criteria: When I attach a file, allow me to enable sending full-size attachments through the Nomad app settings.
