You can do this by using the (free of charge) Marvel Client for Nomad
Please let the MarvelClient or user set the homepage like Notes Client "Set bookmark as homepage". We have our own intranet portal nsf.
Erm, isn't the OP just asking for the Workspace to be set as the home page?
Just click Open -> Applications, then right-click on Workspace and select Set Bookmark as Homepage.
If you open your local bookmarks.nsf app (already deployed on the iPad) it will display the Notes style Home Page - then you can get to the Workspace using the link provided. This is still in development, but provides support for multiple apps. You jut pick a tab, then use the standard Open Application from the menu.. Only issues - to move an app to another Workspace tab, you must delete it, then add it to the correct tab.Also, you cannot rename Workspace tabs, but I think you can create new ones.
It is also a big help to improve / have seamless Adaption of Notes users to the iPad interface of Notes. Any way it differs need addition training an support with end users.
Both should be implemented and the customer/user should be able to make their choice!
The workspace page is there, but hidden. It can be opened with a command.
But not all functionality is working.

I would like to have a mixture of both as Home- Startscreen of the app:
+ 10 Recent Apps
+ 10 Fixed Apps that can be choosen and changable by the User (this apps should be set by default by an Admin via AppConfig)
+ A banner section for a newsfeed
