First of all I am assuming that the popup is not just for confirmation that the sender really want to send email to all participant (hence polluting unrelated inboxes).
Could you elaborate why you need such change ? If it is because of company policy can you tell us why the policy is made ? Knowing the reason would help us to consider why we need to vote on this idea since frankly this is the first time I have heard of such request that is not in the context of avoiding unnecessary email.
