Why do you want to exclude Nomad from the limit?
By default, the ID should only be downloaded once, so why wouldn't you keep the limit in place (for whatever reason you want to have the limit in the first place)? OR, Do you want to force logout in Nomad using one of the configurations (such as non-OIDC and non-SAML) that requires the ID to be redownloaded more often and therefore want to have it excluded from the limit?
Or is there another reason?
