The original invitees can't see the new added invitees if chair updated the required person

Description:
1.  Chair create a  new meeting,  required three persons with comments.
2.  Before the invitees don't accept this meeting,  chair change meeting's subject, remove a person,  add another person, update description ,and send this invitation again.
3. Original invitees receive the meeting, it display the old information. Click accept, all information are updated.
 
But he only see the left original invitees, the new add invitees can't be seen in required field.

    Sending a meeting confirmation (by the chair) should update participant lists for all invited people
