Administrator should be able to create mail forwarding rules on multiple mail databases simultaneously (without opening their mail databases). Creating mail rule one-by-one on each mail database is a laborious process and customer wants that there should be a simpler and efficient way to achieve this requirement.

    Why is an administrator creating mail rules in the users mail file at all ?
