To remain a mail copy when using forwarding address in personal document

Set forwarding address in personal document,  when sent a message to this user, the message is sent to forwarding address, not remain a mail copy in current user's mail database. 

Since there are many users were dimission, administrator want to set the mail forward from server side, not from user's mail box or agent because they are more trouble than change the personal documents.
