Allow use of java.pol in Domino 11

HCL Domino 11.0 no longer supports the use of a java.pol file since the java.security file in Domino 11.0 doesn't include a reference to a java.pol file. Please re-add support for this.

    Using java.pol is now available in Domino 12.0.1 again.

    only recently I had started to wonder, why my code wouldn't work after upgrading a test server to 11. As a well-educated developer I so far had looked at my own code, now I know better.

    This needs to be fixed, the sooner the better!

    Many of our applications relies on java.pol file ...  include it in domino 11 again please!

    As in comment #1 here http://per.lausten.dk/blog/2020/01/domino-11-0-does-not-support-java-pol.html I provided a temporary workaround that’s non-braking

    We've at least one customer who uses this will all their java servlets on Domino.  It would be a barrier to them ever upgrading to 11.0.x without having this in place.
