Have "Lockout ID" as an option in the security settings document for "Check Notes Password" field

In a person document, under "Administration" tab -> "Check password" field, we set it to value "Lockout ID."

Afterwards, we create a organizational policy and apply it to all. Then those users whose ID was locked out get set to that in the security settings document.

suggesting enhancement request: allow the "Security" settings document -> "Password Management" tab -> "Check Notes Password" to have the option "Lockout ID" (currently only has the option "Yes" or "No"). This would then allow the administrators to create an exceptional policy for that those that need IDs locked out
