This is mainly for user who used mails on IMAP and SMTP. for this users we need to publish SMTP with authentication. In some cases password of users get compromised and so many external mails get routed from domino server. Due to this Public IP get blacklisted.
If this type of limit configured on server then it will block outgoing of that user only. ( Same feature is available in O365 with limit of 250 Mails)
I dont understand this idea - can you please explain this in more details ?
