Warn users when archive size reaches a specific limit and give option to create a new archive upon reaching limit

Currently there is no direct control over how much size archive database can grow and thus it can grow to very large size. So there is a fearure request to give an option to set the warning for user when the archive size reaches a specific limit on local system and give option to create a new archive database.

    What is the reason for limiting the size of the archive database? With DAOS enabled and the current 256GB NSF size limit, you can store terrabytes of data in a single archive. So the need to create a new file IMHO no longer exists. can you confirm?
