Option to prevent DBMT to run on a database if the replica is already out of service to prevent users to not be able to access their database.

DBMT stops running against users' mail files if the peer server in the same cluster being unhealthy. Or give the domino administrator options to choose from, considering the various customers may have different requirements. To avoid user's both replicas to be out of service.

      It should not be required to run DBMT on a daily basis, especially not for actions that will take the database offline.

      This is important to fix. It causes a known scenario for the users' mailfile fully out of the service, when there're only two mailfile replicas per user.

      We can't afford this risk in operation, considering DBMT runs daily and one domino server down/restart/crash/hung happens in daily operation.
