Try to capture the platform stats information again.

When domino is set as automatic and restart from OS level them Domino will capture platform stats information from the Windows registry portion.

However in Some cases it has been observed platform stats information has not be captured from Windows registry portion and Domino server will not try to capture the platform stats information again.

Need improvement when platform stats information is not found in Windows registry portion then domino should try again in running state to capture the platform stats information again.
