Populate policies to users without a mail server entry in the person document

Policies are not populated to users missing the (home) mailserver in the person document. More and more use-cases coming up to use Domino as application server only without e-mail. Espacially with Nomad and Nomad Web. The server field in the person document is hidden as soon as the mail type is not set to Notes. In order to deploy policies (mainly security policies in order to use the Id-Vault or deploy the ECL) the server needs to be set.

Of course you can workaround by setting the server before choosing other mail types but this woraround is not mentioned in the documentation. Even the need of the mail server entry is not documented. Please add this.

In addition use the admininstration Server of the Notes Domain as default if no mail server is configured.
