Administrator can't setup Notes client due to access restriction, when "SERVER_RESTRICTED=2" is set

When notes.ini parameter "SERVER_RESTRICTED=2" is set, general users can't access Domino, but administrator can access.

However, even if a user is administrator, he can't setup Notes client due to access restriction.

<Steps>

1. Administrator registered a user, "Admin User02".

2. Administrator set "Admin User02" as administrator. (Server document -> Security -> Administrator)

3. "Admin User02" setup Notes client, but his access is restricted and can't complete setup process.
