ID Vault - NotesRegistration class to allow for uploading an ID into the Vault upon registration

When registering a new user the only way to upload the ID to the vault at present is to activate a Notes client. With Nomad Web and other components in HCL using the ID Vault for web access, it would be ideal to have either an option to upload an ID into the vault or have the ID upload into the vault when the user is registered.
