This is an actual need. If you have a situation in which an app is writing every action it takes to the console log. or log.nsf, you, as an administrator will need to intervene. Such events can take place after hours, and it can sometimes be difficult to get the developer to respond in a timely fashion.
I think the idea is to temporarily stop an application from spamming the log till the developer fixes the application.
There is an Agentlog feature for LS. I use it all the time.
If you log with script/java, developers can use openlog functions to log to a separate log.
