Enabling high usage views is a nice feature and makes sense:

Since the task is quite resource intensive it should allow a better control from the admin.
i.e. allow the admin to exclude certain databases / folders from it.
It would maybe also make sense to control and the number of threads -> (day / night time parameters / thresholds).
ok, so you want to exclude databases which are actually containing high usage views? Would that not slow down the performance even further because you are not allowing Domino to provide optimization techniques that are part of the product.
This Domino feature is supposed to reduce your Domino server workload by design, so not using it would have a negative impact. Isn't excluding certain NSF's a bid counter productive then?
What is your resource problem? Memory? Disk I/O ?
