Option to Customize Tips/Rules for creating a good password

When a user changes the password, under the password change window, there are tips/rules for creating a good password.

These messages are hard-coded messages. These messages are updated based on the security policy settings, including any custom passwords applied to the user.

Example message is given as below.

You are required to use a password of length:

10 Characters.

It is recommended that your password contain at least 10 characters.

The above sentence can be modified as "We recommend a password of 10 characters or more" or should be customizable for administrators.

    The change window in our company showing minimum lower: 1 minimum upper: 1 , it is a bit confusing to user. They may think it is either 1 lowercase OR 1 uppercase instead.

    We are try to customize the wording however there is no way to do it.
