Provide more options for SMTP outbound controls

Currently there are limited settings for restricting smtp outbound emails.

With these limited options, some of the user requirements cannot be achieved.

Lets take following example:

Specific user A should be able to send mail to specific domain only, however, user B should be able to send internet mails to all domains.

Therefore, please consider adding more such restrictions options for smtp outbound mails.
