Extend "Desk Design Pool"

with a few thousands folders in notes client, users sometimes met error "Insufficient memory - too many design elements (Desk Design Pool)". mail file then cannot be opened anymore.

with further investigation we found, "Desk Design Pool" is fixed in size 64 kb.

with database increased to 256 GB, end users may create more and more folders in notes client. we should consider to extend the "Desk Design Pool" more bigger.

    We hit this issue with a database recently and could not open the database to fix it. I think Notes/Domino/Designer should:

    1. Stop users from adding more design elements than is supported

    2. Allow the pool size to be increased (even if only temporarily to allow us to open the database and remove design elements to get the number back down under the limit)
