Make "Update Design on Admin Server only" the default for any database

Introduced in 12.0.2, "Update Design on Admin Server only" is the default for mail databases.

Please enable it by default for all databases.

If no admin server is set in the ACL, ignore the setting.

    Domino 14.5 will have a new switch for the design task that allows running it only against the databases for which the current server is the admin server

    When the design task is running on servers other than the admin server, the error "Design Refresh of the database '<file name>' can only be done on its Administration server " occurs for every database having this property. This is very annoying!
