Web access control by IP address for each databases

Customer want web access control by IP address for each databases.

For example, by using this function, a specific IP address can't access to some databases.

    this sounds to be a very specific use case. and it is hard to manage, too.
    I would personally implement it with an additional server. Or are "some databases" the system databases?

    Is this for HTTPS or NRPC?
