Create encrypted databases automatically on a Domino server.   Merged

For example: the notes client, you can use the following two notes.ini settings:

LOCAL_DB_ENCRYPT_ENABLE=1
LOCAL_DB_ENCRYPT_DEFAULT=3

These settings ensure all new databases on the Notes Client are encrypted with strong encryption.
There is no such equivalent from server side.
The customer is asking a way with which one can automatically encrypt all new databases using 256-bit AES encryption.
