If Domino cant access ICAP server due to different reasons, license, no access, closed port there should be options to notify admin.
so far Domino admin should rely that on 100% availability of ICAP. if something wrong then all emails with attachments stucks in mail.boxes and await availability and in console we can see many times per seconds
