Right, this option already exist. You can use policies to enforce databases to alway be encrypted.
The default is a policy setting. But I'm not sure, if you can prohibit the user to change the encryption back to no encryption.
And in my opinion it should NOT be possible, because in some circumstances it is wanted to create an unencrypted database, e.g. when sending the nsf file to somebody else.
