The matrix, however, still doesn't address the question.
Let's say servers and user IDs were created "long time ago" and use shorter/weaker keys, by upgrading to v14, the IDs remain the same inferior strength. This gives a falsehood of secure communications.
If the server has higher strength and user ID has a lower strength, I am sure lower strength encryption is used...an admin would have no idea about this, because it's not shown in the console.
Also, when an ID is created, I think the default strength is "RC2" (unless this is addressed in v14.5). The option hides behind "Password Options", which is mis-worded as well. "Password and Key Strength Options", perhaps..
