Make amgr less of a stickler for quotes

Pretty much every time I use tell amgr run, I reverse the order of which argument requires double quotes and which requires single quotes and run into this old friend

Unless there's some strict reason why it has to be this way, it'd be nice if both arguments took double quotes.

    Specifically I mean, both arguments allowed for double quotes. Ideally, both would be flexible and would accept either single or double.
