Make amgr less of a stickler for quotes

Pretty much every time I use tell amgr run, I reverse the order of which argument requires double quotes and which requires single quotes and run into this old friend

[000644:000002-00007F6CA18D1DC0] 03/01/2024 10:35:21 AMgr: Syntax for run command: tell amgr run "db filename" 'agent name'

Unless there's some strict reason why it has to be this way, it'd be nice if both arguments took double quotes.

Specifically I mean, both arguments allowed for double quotes. Ideally, both would be flexible and would accept either single or double.
