Message in order to inform users that transfers by mail rule have been disabled

As a User rules mail forwarding, Customer would like to be able to message in order to inform users that transfers by mail rule have been disabled.

A user can use a mail rule to send a copy of mail received from another user.
On the hand, in the following setting on Server Configuration document, Domino Admin user may prohibit its transfer.

[Rouer/SMTP] - [Restrictions and Controls] - [Delivery Controls]
[User rules mail forwarding]
Disabled

The point where copies of emails are not forwarded is working correctly. However, no message is displayed to the user regarding the point where forwarding is prohibited.
The customer would like some sort of automatic message output for the point where forwarding is prohibited.
