Passkey only authentication for Domino

Currently passkeys are an option but cannot made required once a user registered a passkey.

There should be an option to not allow password authentication for a user once a passkey is available.

Passkeys are more secure than passwords. Keeping the password authentication for a user enabled would lower the security.

Today an admin would have to remove the password once a user has a passkey.
But then the password would be also not available for other protocols which don't support Passkeys.

So actually it would just deny password authentciation to HTTPS.
