Administrator rule to supersede rules created by users

Customer wants to have a rule that will supersede rules created by the users.

For example, a scenario where they have official notifications that should be read compulsory but users have a rule where certain mails are transferred to the junk folder without even reading it.

They would like to stop those existing rules by allowing the administrator to setup a rule that will negate it.
