Entitlement Tracking System to list the "Highest ACL Level" as "No Access"

The Entitlement Tracking is not reporting the proper Highest ACL Level for users who have an account in a Domino environment but do not have access to any Domino application on the server(s).

The client has verified that the users do not have access to any Domino applications on the servers, yet Entitlement Tracking does not show any "Highest ACL Level" at all.

Expected result would be for the Entitlement Tracking System to list their "Highest ACL Level" as "No Access"
