Enable Property "Refresh design on admin server only" for all new databases by default

This will prevent replicated databases from being corrupted every night by the designer task (if templates are different on different servers)

    This could enhance the Domino clustering as it would be less accident prone to use the designer task on all nodes of a cluster. Needs a thought about when to set an admin server.

Currently, there is no overview of which databases have this property checked. It would be handy to have this value stored in catalog.nsf.
