Allow ID to be downloaded from the IDVault without a person document.

For security investigation purposes, the security team sometimes need the ID file of a person to read encrypted mail. For this purpose a web based tool was created for the investigators to download the ID files.
However, when that user has left the organization the person document is removed from the Directory. The tool uses the method m_notes_idvault.Isidinvault to download the ID file. This only works when a person document can be found in the Directory.
Can this be updated, or another method added which does not require a person document?
