I see this idea was categorized by the requester under Administration, which I believe was the core of your reasoning, but I believe this was meant for the end user:
I've been using this feature both, in my work Domino/Notes environment as well as in my personal Google Mail account, and Gmail allows the end user to edit the email while it still is in Scheduled.
In Domino environment what can currently be done is:
Message recall (which will be triggered on the scheduled date/time)
Send new email with the corrections on the same scheduled date/time
This introduces overhead to the sever and additional steps to the end user, while not providing a real Edit option.

need to push back on the idea. Administrators should not tamper with content of an email.
If subject, body or attachment need to be updated then withdraw / delete the mail from the queue and start over.
If you are looking for a publication system with a an approval workflow for mass-mails, then use a Domino application.
